This is Noodle, one of the laughing cat cartoon characters in the "Fifty Happy Cats" print and an Orange Cat Blues character. All 50 cats can be mixed and matched to decorate a child's room. The "Toy Colors" series has been adjusted to match Playmobil, Little Tykes, Lego, Megabloks and other brightly-colored toy lines.
